Technological Poles: the national university as protagonists of this historical present

For Marcos Munoz * Node Creation Comahue Audiovisual Technology at the National University of Comahue is a reality, the first in the province of Neuquén, the fourth in the North Pole Patagonia Technology and the last node opened nationwide, reaching a total of 42 nodes in all the country. The writing on the National Law on Audiovisual Communication Services is checked daily. The fulfillment of the word is backed by a strong national government's commitment to continue democratizing access to the various regions of our country audiovisual content production, access to national universities as coordinators of nodes and related organizations in this sector in an active role of participation and decision. In this sense and for the first time in the history of democracy in Argentina and in South America, the National Universities take on a role that is worth noting as coordinators of a diverse and heterogeneous space involving organizations linked to the audiovisual production. The presence of the public university as a key political actor credibility outstanding citizenship in the current democratic period provides sufficient information to reflect on the importance of this presence in the construction of a new paradigm of communicative democracy and the link between university , society and democracy. That the public university feels and wants to be the protagonist of his time allows us to infer a substantive growth of those who work in it understanding the commitment to society in terms of collective action and discursive action, and vice versa. During the infamous decade of the nineties, the impression that the government boost audiovisual sector privatization had a marked commercial structure with predominantly private providers. Following the enactment of the Media Law in October 2009, this sector that used to have an uneven development started along a new stage, arguably, the rebirth after decades of clear acts of destruction starting with authoritarian and destructive policies of the last Government Dictatorial until the arrival on the political scene of Nestor Kirchner. Decades without the National State the conditions that generate this valuable industry could show its full potential and, not least, with the clear intention to harm, favoring the opening of the market or local displays all those canned goods from mainly Hollywood, trigger increases in input costs, creating unemployment and Federal Capital concentrating on the few opportunities to produce to make ends meet. The presence of the national university adds new perspectives to a debate already complex as a new television thinking rich with content, a TV that works in favor of human rights, democracy, social inclusion, by more equitable development in content development between the regions of a large country, which generates new answers and new questions to a mind that constantly challenges us as a collective and as American citizens and at the same time capture the attention of an audience difficult able to predict in terms of needs. There, is that scenario that challenges, the public university are to want to rescue their best and make it available to a society that values ​​the proposed meeting, Paka Paka, Public TV, TV INCAA but want to restrict other projects because surely audiovisual great ideas can also come from the 42 nodes Audiovisual Technology. In recent years, and particularly since the functioning of Technological Poles Programme, audiovisual producers from various regions of Argentina, are betting not to migrate to urban centers to pursue their dreams by staying in their homes. In this context, the opening of Comahue node, the number 42 nationally, is a reality that will produce high quality for the huge human resource potential in the region and will also generate more employment, training opportunities and research developments audiovisual market in the Upper Valley and the interior of the province of Neuquén. * Degree in Communications.
